DENVER — Meta, the owner of Facebook and Instagram, has agreed to pay more than $17 billion and overhaul how young people use its platforms under a nationwide settlement with 47 states, the District of Columbia, Puerto Rico, American Samoa and the Northern Mariana Islands, resolving claims that the company designed Instagram to be addictive and knowingly exposed children to mental health harms, according to a news release from the Colorado Attorney General's Office.
