On January 1, thousands of Minnesotans who rely on Medicaid for health insurance will be required to work or volunteer for at least 80 hours per month in order to keep their benefits. Some, however, will be exempt from the requirement, which applies to people in Medicaid’s  “expansion” population. Within the expansion group, people with young children are exempt from the work requirement, as are people who are enrolled in treatment for substance use. But who exactly is exempt?
